Can a command unit split his command into say group A and B. If he starts on CV9 issues 2 orders to A, can he then go to B and start again on CV9? What if he issues and order to A, but fails can he still order B afresh?

He can give two orders to A, then stop ordering those for this Turn and go on to B, back to his starting CV of 9.
If he fails to order A, he cannot then try and order B. Only the CO can attempt to do this.

Also see page 43 rigid tactical doctrine modifiers. If the army has rigid tactical doctrine then the +1 for all units of the formation following the same order will not apply, because all units of the formation are not following the same order.
